August 12, 2026 — The Date That Changes EU Market Access
The EU Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, entered into force on February 11, 2025 and becomes generally applicable on August 12, 2026. This is a directly applicable EU Regulation — not a directive requiring national transposition — meaning it applies uniformly across all 27 Member States with zero local variation. If you import or sell food packaging into the EU, this regulation governs your market access from August 2026. Non-compliant packaging cannot be placed on the EU market. Penalties are set by individual Member States and are required to be "effective, proportionate, and dissuasive" — they include withdrawal and recall of non-compliant packaging and packaged products, administrative fines, and potential criminal liability in some jurisdictions.

PFAS Testing Protocol — Don't Wait Until July 2026
The European Commission recommends a three-step testing approach for PFAS compliance verification. Step 1: Total fluorine screening via combustion ion chromatography or pyrolysis-GC/MS. Step 2: If screening is positive, confirmatory targeted analysis for specific PFAS compounds via LC-MS/MS. Step 3: If targeted analysis is inconclusive, Total Oxidizable Precursor (TOP) assay to detect PFAS precursors that may convert to regulated compounds. Lab testing typically takes 4–8 weeks from sample submission to final report. With the August 2026 deadline approaching, labs are expected to develop backlogs. Start testing now — not in June.
2030 and Beyond — What to Plan for Now
Recyclability performance grades (A/B/C/D/E) become enforceable from January 2030 — only Grades A, B, and C can remain on the EU market. Recycled content minimums also begin in 2030: 30% for PET contact-sensitive packaging, 10% for other contact-sensitive plastics, 35% for other plastic packaging. Targets increase in 2040: 50% for PET contact-sensitive, 25% for other contact-sensitive, 65% for SUP beverage bottles and other plastic. If your packaging tooling lifecycle is 5–7 years, tooling commissioned in 2025–2026 must still comply in 2030–2032.
